Got it tested with few friends, and I actually noticed it since 2003.
Some of the Streamyx range are notably smooth.
For example:
219.94.* = Good for China related website, FTP
and
218.111.* = Best for gaming + BitTorrent
The rest are no so good.
To check what IP you are using, you can go to www.whatismyip.org
